How much does it cost to build a villa in Bali?
Build your budget from the contractor's works, site conditions, design services and supervision scope. A useful estimate starts with an agreed construction area, drawings and specification; your written proposal confirms the project-specific costs.

The short answer
Start with a defined scope.
Elements prepares a tailored proposal after reviewing the location, available site information, drawings, finish level and services required. The contractor's construction price, design fees and supervision appointment are identified separately.
Use this guide to build a complete budget and ask for comparable quotations. It does not publish a universal Bali construction rate or a fixed supervision percentage.
01 / Build the full budget
What goes into a Bali villa construction budget?
Record each item as included, separately priced or still to be confirmed. A low headline total can describe a narrower package, so check the scope behind every number.
| Budget item | What to confirm |
|---|---|
| Building works | Construction area and its measurement basis; structural works, roof, finishes, fixed joinery and building-services installation included in the contractor's price. |
| Site and access | Available survey and ground information, levels, existing structures, access, temporary works and any site-specific allowances. |
| Pool and external works | Pool scope, terraces, boundary walls, drainage, landscape and utility connections. Identify which are inside the building rate and which are separate. |
| Design and professional services | Concept, interiors, drawings, engineering, surveys and approval-related services, with named deliverables and responsible parties. |
| Supervision | Fee basis, duration, visit frequency, reporting, review duties and exclusions. For a percentage fee, identify the exact cost base. |
| Furniture and equipment | Loose furniture, appliances, equipment, décor, delivery and installation. Confirm any items already included as fixed works. |
| Owner's separate costs | Land-related costs, relevant professional advice, applicable charges, financing and an agreed allowance for unresolved scope or changes. |
Keep a single budget line for each included item to avoid counting the same work twice. Confirm applicable charges and local professional responsibilities with the appointed advisers.
02 / Understand the calculation
How do you budget for a 200 m² villa?
For an area-priced quotation, begin with the construction area and the contractor's confirmed rate for the agreed specification:
+ separately priced works and services
= the defined project budget before unresolved allowances
- Agree what the 200 m² measures. Record how the quotation treats terraces, covered outdoor spaces and other areas. Land area is a separate measurement.
- Read the specification behind the rate. Identify materials, systems, quantities, named products and allowances.
- Add only the missing budget lines. Design, supervision, external works, furniture and other costs are added when they are outside the contractor's price.
- Identify what remains provisional. List assumptions, outstanding site information and the process for confirming them.
This shows the calculation method without inventing a price for an unreviewed site. A lump-sum or itemised contractor proposal should be assessed against its own scope and measurement basis.
03 / Explain differences between quotes
Why can two villas of the same size have different budgets?
Site and existing condition
Access, levels, available ground information and retained structures affect the work that must be priced. A half-built renovation needs its own assessment of existing and proposed work.
Specification and room complexity
The number of kitchens and bathrooms, finish selections, glazing, built-in joinery and building-services scope can change what the same floor area contains.
External and furnished areas
Pool, garden, terraces, boundary works and furniture can form separate packages. Check their inclusion before comparing totals.
Programme and responsibilities
The proposed sequence, duration, reporting and appointed services need to match the project. An earlier-stage estimate may contain more provisional items than a quote based on coordinated drawings.
04 / Keep appointments clear
What does the supervision fee cover?
The appointment defines the agreed site reviews, reporting, programme monitoring and coordination, together with the duration and visit frequency. If the fee is percentage-based, the percentage and the works value used to calculate it must both be written down.
Confirm which decisions remain with the contractor and the appointed local engineers or other professionals. Supervision duties need to be understood alongside those separate responsibilities.
Where do design fees fit?
Design is a separate service with its own rooms, review stages, 3D view coverage, drawing schedule and file delivery. Partner-led construction and site supervision require their own agreed scopes.
Engineering, surveys and approval-related services need explicitly assigned local professional responsibilities. Confirm the contracting parties and each appointment before work begins.
05 / Compare like-for-like scope
Ask every contractor for the same information.
- The same drawing revision, construction area and finish specification.
- An itemised scope, quantities and clearly identified product allowances.
- A list of inclusions, exclusions and provisional amounts.
- The proposed programme, payment stages and treatment of changes.
- The responsible parties for site work, checks, reporting and handover documentation.
- The process for resolving incomplete work, defects and outstanding items.
Place the responses alongside one another. Where one quote omits an item, request a separate allowance or confirmation before judging the total.

See how design information connects to site progress.
Hitomi Villa is a half-built renovation in Bali, with design visualizations, actual drawing excerpts and site-progress documentation. Its case study shows the types of information that connect a design package with work on site.
It is a separate project under construction. Its scope is not a price benchmark for a new-build villa.
06 / Prepare your request
What should you send for an estimate?
- Exact project location and site photographs.
- Available survey, levels, access and existing-condition information.
- Intended construction area, room brief and available drawings.
- Preferred finish level, pool, landscape and furniture requirements.
- Target programme and budget direction.
- The services required: design, drawings, supervision or partner-led construction.
- Any existing consultant or contractor appointments.
- Missing information and assumptions that need to be resolved.
Send what is available. We can identify the information still needed and define the next step before a construction scope and price are confirmed.
Common questions
How does Elements quote Bali villa construction?
We review the location, site information, drawings, specification and required services, then prepare a project-specific proposal. The contractor's scope, design services and supervision appointment are identified separately, with inclusions, exclusions and responsibilities in writing.
How much is construction supervision in Bali?
The fee is agreed for the required scope, duration, site visits and reporting. If it is percentage-based, the appointment must identify the percentage and the cost base it applies to. Supervision is not automatically included in the contractor's rate or the design fee.
How much would a 200 m² Bali villa cost to build?
For an area-priced quote, multiply the agreed 200 m² construction area by the contractor's confirmed rate, then add separately priced works and services that are not already included. The rate, area definition, specification and exclusions must be agreed before this becomes a usable project budget.
Does the construction rate include land and furniture?
Only when they are expressly included. Check land-related costs, consultants, approvals, pool, landscape, utilities, furniture, delivery, installation and applicable charges against the written scope. Keep each included item in one budget line so it is not counted twice.
Are design and construction quoted separately?
Yes. Design deliverables, contractor works and any supervision services have distinct scopes and fees. They may be presented together in an overall proposal, but each service and its responsible party should remain identifiable.
Who handles engineering and local approvals?
The project needs clearly assigned local professional and approval responsibilities. Confirm who provides the survey, structural and building-services engineering, submissions and site checks before appointment. A design or supervision package does not automatically include these services.
What should I send for a Bali villa construction estimate?
Send the location, available survey and site photographs, intended built area, room brief, drawings, preferred finish level, pool and landscape scope, target programme and budget direction. Tell us whether the request covers design, drawings, supervision or partner-led construction, and flag any missing information.
